The option is actually for the users using the NextGEN Gallery on a single site and not on the multisite. NextGEN Gallery doesn’t automatically remove the option if used on the Multisite, so it still appears when used in Multisite.

Checking our code, it appears that we have a comment mentioning that this code may return a warning on PHP 8.4 versions, but this shouldn’t functionally affect the galleries.
Could you please let me know if you are getting any associated to this warning errors while adding or displaying galleries?
I went ahead and submit an issue report for our developers so they could review this warning and resolve in the future.
I’ve also added a note so we could get back to you should we have a NextGEN Gallery plugin update fixing it.

Currently, NextGEN Gallery doesn’t provide the option to change the order of galleries. The new galleries will be added at the end of the gallery.
If you have long galleries, you can create an album and add the galleries into it. On the album, you can sort the galleries and then edit it.

Sorry for the delayed response,
In a WordPress Multisite, you can’t upload images from a folder or another site’s media library because each site has its own separate media library and file structure. WordPress does not allow cross-site media sharing by default.
Since you’ll not be able to upload the images from folder and media library you’ll need to upload image manually on each subdomain you’ll be creating for different sites.

While checking, the plugin Participants Database and NextGEN Gallery activated using the shortcode you shared works fine on the frontend. It displays the gallery image instead of the blank page, as shown in the screenshot here.
It looks like the conflict from other plugins activated on your setup. Could you please deactivate other plugin except Participants Database and NextGEN Gallery and check if the issue is resolved or not!
