Answers to your requirements:
-The form would then be submitted on the same or different page but visible to ANY user or non-user. This would display every form submitted that are Open or pending.
Our plugin is capable of doing this
-The user would be able to edit his form at any time.
Another user with higher permission, let’s call him pro user, would be able to change the status of the form to “Pending” “In Progress” …etcCurrently, the plugin builds a standard form that allows the user to enter a Subject and Description. The Pro version however, allows the user to submit a Priority and which department they would like their ticket sent to.
-non-users and users should be able to see open requests even if it isn’t their own. They would be unable to edit then unless they have submitted the form as a user.
Our plugin is capable of doing this in the Pro version. This can be viewed through the plugins ‘Helpdesk’
-Once the form is completed the pro user could set it as finished.
The agent can change the status of the ticket from ‘Pending’ to ‘Open’ or ‘Solved’
-I/Admin rank would then be able to review the completed request:(Requested form, user who submitted, time and the pro-user who completed it.)
This data is available to any user on your site that has the Support Ticket Agent capability and can be viewed in your wp-admin area
Unfortunately at the moment our plugin cannot add additional fields to the submission form at this point in time though, without modifying the code.

Once a user has submitted a ticket, they will be emailed login details to your site to be able to reply to the ticket. It will create a guest user account with the lowest privileges, to allow them to submit their responses.

There are 3 methods of sending emails with Nifty Newsletters.
1) WordPress Mail
2) SMTP
3) Gmail (via SMTP)Items 2 and 3 make use of a class called PHPMailer which allows you to connect to an SMTP server and should have NO limitations from your host as they are connecting to an SMTP server and not sending mails via your hosting package (unless you are using your hosting package’s SMTP server).
Item 1 is the only item that your host will have an issue sending mass emails with as this uses your server to send the emails and therefore the limitations will apply.
With regards to your question using serversmtp, this should work well. We also suggest looking at Amazon’s AWS to send emails. We have successfully sent 10’s of thousands of emails via that SMTP server with our plugin without any issues.

My sincerest apologies for the delay in communication.
Sending newsletters using WP Mail uses your server’s email host. When using SMTP, a different host, sender name and email address are used, which will usually prevent your mails from being sent to user’s spam folders as its a more ‘trusted’ method online.
I’d recommend sending your mails using SMTP and trying again (This can be done by going to ‘Newsletters’ -> ‘Settings’)
