That sounds very much like you are running into a conflict – if no emails are even triggered for sending, then there’s code preventing that from happening.

1. Temporarily switch your theme back to the Storefront theme (it’s free)

That’s a copy of your live site, so you can test things out without making changes to your actual site. Some hosting companies offer a staging site service within their hosting plans. The behavior you’ve described very much sounds like there is a bit of code that triggers the duplicate emails, and this particular plugin is related to email sending… Hence my guess.

As mentioned in other topics, it’s super super hard to troubleshoot something without being able to see it. I appreciate you do not want to show off your site until it’s ready to launch, but in particular CSS is something we can’t guess at – it’s heavily influenced by your theme. Any code that we would provide here would just be a wild guess and not super helpful.
My recommendation would be to get in touch with a developer to help you out with these changes. That may sound expensive but it really doesn’t have to be, in particular if you hire through a platform such as Codeable.

Compatibility issues between two plugins are notoriously difficult to pin down. We’d typically ask you to get in touch with Elementor directly, but in this case I’ve had a look around to see if there are any clues as to why this is.
There are no known issues between the two plugins, but there are some elements that may be getting in the way. You mentioned having switched off plugins, but themes can also cause trouble. Can you switch to the Twenty Nineteen theme to see if that makes a difference?
Otherwise, it helps if we can look at your system status report. You can find it under
WP Admin > WooCommerce > Status > Get system report > Copy for support
