Jetpack is a plugin for self-hosted installations of WordPress.
If your blog is hosted on WordPress.com, you do not need Jetpack. Its features are built-in!
You can send support requests via the link provided, if you have a valid plan subscription, you have priority support. Free Jetpack has support as well, but can take a little longer to get answered.

I tried to load your website and it is very slow at this moment, causing this error:
Error: cURL error 28: Operation timed out after 30001 milliseconds with 0 bytes receivedYour host is limiting concurrent PHP connections. Please confirm with your host that there is no block from their end. Also, please confirm if they are limiting incoming and outgoing connections over XML-RPC.
Jetpack needs to be able to send and receive network requests at the same time, which means it needs concurrent PHP processes. Most commonly, asking your host to change the PHP_FCGI_CHILDREN setting to 2 will solve this issue.
Once the host confirms they have done this, please try re-connecting Jetpack by following the steps here:

Some hosts and plugins believe that blocking access to /xmlrpc.php will stop various hacking attempts. However, XML-RPC support has been built into WordPress core since version 3.5 and is a stable tool.
Jetpack, much like other plugins, services, and apps (like our mobile apps), relies on the XML-RPC API to communicate with WordPress.com.
If this is blocked, your Jetpack connection will not work correctly.

You can add a new user to the agency and set the permissions as indicated at https://jetpack.com/support/wordpress-com-stats/#troubleshooting > item ‘I’m a Contributor, Writer or other non-Admin role on the site and can’t see stats.’
They should be able to view your stats then.

Could you share the errors you receive when trying to install Jetpack, please?
I see that the Jetpack is installed at the URL you provided, but Jetpack is not connected to your site. That means we cannot access your site’s XML-RPC file, which is needed for our connection:
* yourdomain.com/xmlrpc.php?for=jetpack
The link above must return the following message:
XML-RPC server accepts POST requests only.You can see a working example here: http://jetpack.me/xmlrpc.php
Since your site returns an error for this page, please check the following:
* Can you see the /xmlrpc.php file at the root of your WordPress installation when accessing your site via FTP (if you’re not sure what this means, please ask your hosting customer support for a hand)? If you don’t, then please try re-installing WordPress. You can do this by going to the Dashboard → Upgrades page, then clicking the “Reinstall WordPress” button.
* Do you use any security plugins that may block access to this file? If so, could you try to disable them? You might also want to check your site’s .htaccess file for any rules that might be blocking access to the xmlrpc.php file. Again, if you’re not sure what this means, your host customer support should be able to lend a hand.
* Does your hosting provider block access to this file? If you don’t find any plugin that may block access to the file on your site, I would recommend that you get in touch with your hosting support and ask them to allow Jetpack to access xmlrpc.php.
Once we are able to access your site’s xmlrpc.php file, you should be able to connect Jetpack to WordPress.com:
