We are sorry you are facing some issues with the WooCommerce DHL plugin.
Did you ask DHL support directly about this error? This error message is returned by DHL API and, I guess, can be resolved by DHL support team!
Please let me know if you get this problem solved with DHL support.

Could you please try to place a testing order with an address only in “Address line 1” field, writing a street address and building number separately (e.g. StreetName 12).

The problem might be with how you enter the address into the field!
When you enter an address into “Address line 1” make sure you have a name of a street and a building number written separately or with dot as a separator (e.g. Spreeweg 1 or Spreeweg.1). In this case the address will be captured correctly. You can also write a street name into field “Address line 1” and a building number into “Address line 2”.
