I checked your Jetpack connection and it is down, that is why you can’t load your dashboard.
Would you please disconnect and then reconnect Jetpack? You can follow these instructions to do that:
1 – Go to the **Jetpack** menu in your WP-Admin dashboard
2 – Scroll down to find the *Connections* area.
3 – Click *Manage site connection*.
4 – Click **Disconnect** and follow the prompts to complete the disconnection process.
5. – Click the **Set Up Jetpack** button to connect your site to WordPress.com again.This handy guide explains the full process in more detail:

After reconnecting, please contact us back to verify your connection again.

The IP 35.188.32.9 is not related to the Jetpack, but a Google Cloud Service.
If your Jetpack connection is working with the xmlrpc.php restrictions, Jetpack Boost will work too.

We cannot access your site’s XML-RPC file if it is set in another folder, which is needed for our connection:

Since your site returns a 404 “Not Found” error for this page, please check the following:
* Can you see the /xmlrpc.php file at the root of your WordPress installation when accessing your site via FTP (if you’re not sure what this means, please ask your hosting customer support for a hand)? If you don’t, then please try re-installing WordPress. You can do this by going to the Dashboard → Upgrades page, then clicking the “Reinstall WordPress” button.
* Do you use any security plugins that may block access to this file? If so, could you try to disable them? You might also want to check your site’s .htaccess file for any rules that might be blocking access to the xmlrpc.php file. Again, if you’re not sure what this means, your host customer support should be able to lend a hand.
* Does your hosting provider block access to this file? If you don’t find any plugin that may block access to the file on your site, I would recommend that you get in touch with your hosting support and ask them to allow Jetpack to access xmlrpc.php.
Once we are able to access your site’s xmlrpc.php file, you should be able to connect Jetpack to WordPress.com:

There may be something else installed on the site that’s causing problems. The quickest way to figure out if something is interfering is to test for a theme or plugin conflict.
I know it’s less than ideal, but could you please try the following:
– Temporarily deactivate all the site’s plugins except for Jetpack and clear your browser’s cache.
– Then test the site again. If the layout works, then we’ll know that another plugin is conflicting here. You can re-enable your plugins one by one, test the site again in between, until you find the one causing the conflict. You can leave it disabled or reach out to the plugin developer for a fix.If disabling plugins doesn’t help, it may be the theme.
– Temporarily switch your theme to a WordPress default theme like Twenty Twenty. Then test the site again. If the layout works, then you know it’s a problem with the theme, and you can reach out to the theme developer for a fix.

Some issues that you encounter with your WordPress.com blog or account can be solved by changing your browser settings, refreshing the page, or clearing the browser cache and cookies.

Could you send a screenshot with the error, please? I tested your site using Chrome and Firefox and it is working on my end without the error.
