With the Storefront theme, the Sticky Add-To-Cart button only works on desktop. Our developers determined that it would compete with the sticky footer for the limited screen space on mobile.
As a workaround, you can try the CSS suggested here: https://github.com/woocommerce/storefront/pull/1312/commits/b028c5ff43db463aee8e3457ac5158b634732e10

Deleting the products won’t be necessary. Instead, you can use a different page as your homepage. To do that, you can go to WP Admin > Appearance > Customize, then click on “Homepage Settings.”
From there, you can choose to display either your latest posts or a page. If you choose a page, you can select which page to display under “Homepage.”

I just tried it out on my site, and it adds a second add to cart button after the product description. You can use a plugin like Code Snippets to add the code to your site.

Did you perhaps recently move/migrate the site? Also, do you recall any updates/changes to the site before this started happening?
In any case, I have a couple of suggestions you can immediately try. First, can you delete your .htaccess file as it may have become corrupted?
Second, do you maybe have any redirection plugins that could be causing the issue?

Can you let us know how you’re displaying the product ID in the first place? The reason I ask is that it doesn’t look like default functionality either from the WooCommerce plugin or the Storefront theme.
