I registered and submitted a ticket with an attachment and it worked for me. Does the issue continue? Also, The DO NOT MASK ATTACHMENT box applies for new ticket and not for existing tickets.

Could you confirm us if you are only using the core plugin or if you have any of the add-ons installed? You can also share us the debug.log file messages to send this to the developers.

I recommend you to switch temporarily to a default theme and deactivate your plugins one by one until the issue disappears, in case there might be a conflict.

I saw that Mailgun has the option to send emails for the first three months and then $0.80 per 1000 emails. You can also try Sendgrid that has a free plan.
