My problem got solved after and exchange with Dreamhost Support. See my post here:

Contact Dreamhost Support. I had the same problem. After submitting a ticket to support I received an email from them saying that they cleared any blocks to the noc4.wordfence.com servers. Pretty cryptic reply, but the error message went away and the rules.php file is updating normally.
I have the same problem. I’m running latest updates of WP and WF. Deleting the rules.php file leads to a regeneration of a new rules.php, but the file is empty.
I deleted the rules.php a few hours ago. A new file was generated, but it is empty.
