This looks very much like a conflict! Do you have a staging site available?
If not please reach out to SiteGround and ask them for one (hosts usually provide those for free)! Once you have that please switch your theme to a default one and see if the issue persists, if it does disable all the plugins except WooCommerce and check again!
If the issue is not present, start enabling each plugin and placing an order after each activation until the culprit is revealed!
You can find a more detailed explanation on how to do a conflict test here.
Note: Conflicts are usually logged so please head to WooCommerce > Status > Logs and check whether there are any error logs there! Something like a critical error should have some clues.

Is there a possibilty to remove this?Yes, you can disable that by disabling the payment gateway in WooCommerce > Settings > Payments
Please note that this will completely disable that payment gateway and your store will no longer be able to accept payments with MultiSafepay!

I understand that you would like to disable the notification that is asking customers whether they have a coupon code to use. Is that correct?
If so, you can disable it by unchecking Enable Coupons in WooCommerce > Settings > General > Enable Coupons

That’s a great question. By default there is no option for making subscriptions available only for retailers (or a certain role) however, there might be a combination of plugins that would enable you to do that.
Can you please share more details about your current setup? Such as what plugin are you using for wholesale, and what’s the workflow to become a wholesaler/retailer?
Also, if possible would these subscriptions be between the two roles? So is a retailer subscribing to a wholesaler?

Redirect Only is deprecated for files from the same site meanwhile, it will continue to work for external sources.
The reason behind this is because it is an “insecure” method basically, once the customer has the link they can share that and everyone with a link gets access to the file.
Now, back to your use case. This is a very smart workaround and use of the feature! Could you please further clarify how are you “protecting” the page?
In your case, I’d suggest a plugin like WooCommerce Memberships as it provides all the tools to restrict pages and/or content based on different membership plans.

Meanwhile, to remove the notice and continue to use the Redirect Only method please ensure that Allow using redirect mode (insecure) as a last resort is checked under WooCommerce > Settings > Products > Downloadable products.
