The set of 15 items should in fact be split between two packages in this case.
I’ve tested using the product and package specs you provided and am seeing the price approximately double between 10 items and 11 — for Regular Parcel, Priority, and Xpresspost. Which service are you using?
Not quite sure what the issue might be, but the latest version of WooCommerce Services offers a debug mode, which can be switched on in WooCommerce -> Status -> WooCommerce Services -> Debug. This will give a detailed breakdown of rates returned, along with packages and their items.

I see that the Currency Switcher for WooCommerce plugin filters the currency —
which is what WooCommerce Services uses to support live rates for a given currency — triggering an intermittent incompatibility bug. I have filed an issue in the GitHub repository (https://github.com/Automattic/woocommerce-services/issues/1312) to track this and to determine what we can do to prevent it. Thanks for getting in touch. The rates are retrieved from the TaxJar API. As TaxJar’s documentation puts it (using Quebec as an example):
If an order is shipped to Quebec but the merchant doesn’t have nexus in Quebec, only 5% GST is collected.
Does this address your concern, or do your particular needs call for collecting QST?

The available shipping method is controlled by the selected currency (under WooCommerce -> Settings). Do you know what the currency is set to, and whether it has been changing lately?

If the store is based in Washington, it’s fairly likely that sales tax need not be collected from shipping destinations outside of Washington, particularly if the store does not have a physical presence (such as an employee or warehouse) in places other than the home state.

Thanks for reporting — we’re looking into it. It’s not quite clear how the version upgrades may have affected things, as this appears to be an error on the backend. Could it be that the transaction is being declined due to an issue with the card you are using? In that case, you can update it at WooCommerce -> Settings -> Shipping -> Shipping labels.

Hi,
You can do this in the shipping method settings (WooCommerce -> Settings -> Shipping -> [zone] -> USPS), if you expand the service categories (under “Rates”). Each service can be adjusted by either a fixed amount or a percentage, so in your example, you can put in $5 as the price adjustment for that medium box. Hope that helps.
