Since the issue does not occur with the Twenty Twenty-Four theme, and it still happens even with all plugins deactivated and performance experiments turned off, this does strongly suggest a conflict coming from the active theme itself.
Therefore, we highly recommend that you report this issue to the support team for this theme, so they may further troubleshoot and provide any recommendation (or possible fix) to resolve this issue.

I’ve gone through the details you provided and was able to see and understand the issue. Unfortunately, this is a known bug affecting the inner section widget.Adding multiple widgets inside an Inner Section widget will cause that, eventually, they will get duplicated either above or below the Inner Section.
Our developers are aware and already working to fix it as soon as possible.
Workaround: delete the duplicated widgets or switch to Containers.
I am not able to provide you with ETA of the resolution of this issue, but once the fix is released, you will receive a notification on your WordPress dashboard informing there is a new update for Elementor plugins and we will update it on our changelog page:

What I can do from my side is vote for this issue in our internal bug report system so that it receives higher priority and hopefully gets fixed in one of the next plugin updates.
