#1) We don’t control that shortcode. You will need to contact WooCommerce or your theme’s support about this.

#2) I think you’ve not enabled the coupon creation in the follow-up email settings.

Please modify your email template and enable the coupon creation option.

Once enabled, you can use the shortcodes to generate random coupons.
