In this case, best is to check your Audit Trail to find what’s triggering the block so you could find the problem cause and resolve it. Please see here how to use Audit Trail:

Firstly, please understand that, how Shield will respond depends on your own settings only.
In this case, it looks like you’re having Auto Block Expiration set to 60min. Please see here:

You can forcefully turn off all restrictions made by Shield first, and this is how to do that:

Hi Ron,
You’re right, this is odd behavior.
We’re not sure what’s happening. It could be another plugin (or theme) installed on your site thatβs being quite aggressive in enqueuing its own CSS styles.
You may want to try to disable each plugin (or theme), 1 at a time and test. When OTP loads normally, youβve found the problem plugin/theme.

The problem is most likely be that you’re using a custom login form, the necessary calls that WordPress login forms normally make are not being processed.
Unfortunately custom login forms need dedicated, custom code to work with systems like Shield that hook into them.
If you intend to use custom login forms for your users, then you will most likely not be able to use Shield’s login protection system.
However, WooCommerce provides custom login forms, and we support this (pro feature) because they provide the mechanisms to do this… unfortunately this isn’t very common with custom-built forms.

We’re sorry to hear that you cannot find IP lists.
Up until Shield v7, IP lists (along with audit trail tables, traffic watch…) was not easily accessible. Users had to dig through options pages to get there. Now, it’s front and centre.
You may find it under Shield => Security Dashboard > IP Lists tab:
