It looks like there could be a theme or plugin conflict on your site.

The best way to determine if the issue is being caused by a theme and/or plugin is to do the following:
1. Temporarily switch your theme back to the [Twenty Seventeen Theme](https://wordpress.org/themes/twentyseventeen/).
2. Disable all plugins except for WooCommerce.
3. Test to see if the issue has been resolved.If that resolves the issue, then slowly re-enable features until you find the one that’s causing the conflict. If it doesn’t resolve the issue, please let us know so that we can help you further.
Please note that switching to another theme will not delete data and you will be able to revert back to your original theme without any issue after testing is done. Your site will simply have a different display during the test.
Switching to a default theme and deactivating plugins is the first step in troubleshooting issues. That allows us to target the issue quickly.
Please let us know how it goes once you are done with testing.

Correct! The Checkout tab is no longer in WooCommerce Settings as it used to be.

If you select “Local Pickup” as a shipping method, the payment gateway will work. If you select “Cash on Delivery” – this payment method is provided by the WooCommerce directly.

Checkout tab had been moved to the Customizer. To open it, navigate to Appearance > Customize and from there WooCommerce > Checkout:

Follow the guide below on how to create Shipping Zones:

You would set up one shipping zone for all cities and another shipping zone for one city. Once that done, add Flat Rate shipping methods to each shipping zone and add a fee there:

It is possible that the issue was caused by one of the plugins or theme installed on your site. I recommend reaching out to your hosting company and asking them to take a look at the Server Error Log – they should be able to figure out by looking at the logs what caused the error. You can take it from there once you know.

We noticed that some hosting companies add the caching plugin to the server which is often causing emails not to send. Please see if you have something similar in your Plugins section:
