It looks like there is a plugin conflict on your site.

The best way to determine if the issue is being caused by a plugin is to do the following:
1. Disable all plugins except for WooCommerce & Stripe.
2. Test to see if the issue has been resolved.If that resolves the issue, then slowly re-enable features until you find the one that’s causing the conflict. If it doesn’t resolve the issue, please let us know so that we can help you further.
Deactivating plugins is the first step in troubleshooting issues. That allows us to target the issue quickly.
Please let us know how it goes once you are done with testing.

I have a new order that was just placed. It was accidentally set to “complete” before I printed the shipping label. I have tried placing it back in “Processing” status, but the Shipping tab still does not show on the page. Is there a way to get the shipping tab to show so that I can process my order?
The Shipping Label section appears on all kinds of orders regardless of the Order Status so it looks like the issue is specific to your site. Would you please confirm that you are running the latest versions of the following:
– WordPress – version 4.9.7
– WooCommerce – version 3.4.3

Even looking at your screenshot, it doesn’t make sense to me that “Priority Mail, seller’s packaging” and “Priority Mail, carrier’s packaging” are internally treated as different options from the customer’s point of view, since they are in the same section of shipping options.
The packaging is different because we want to offer customers to either pack their products in their own boxes or use predefined boxes of USPS – this mirrors the USPS Office experience since you have a choice of packing the item to the box you like.

I had the package size and weight set up in the products themselves, not realizing I had to also set them up in this plug in. After a little trial and error, I finally got the domestic to properly work and shows that rates were successfully pulled.

But if I use my PO Box as my mailing address in this tool, it says there are no shipping options available. How can I get around that?
WooCommerce Services should work with PO Box addresses. Would you please try to see if you get any rates to your PO Box address using the same shipping details as on your site here (use the same shop origin, package size, and shipping address):
