If you want your shipping cost different for specific zipcodes, than yes, you should specify zipcodes. But you can also enter the name of the city in the

I am not a tax expert so I can’t give any legal tax advice here but as far as I know, the tax in the US is currently applied only to those customers whose shipping address is within the same state where the shop is located.
WC Services tax feature works with TaxJar API (https://www.taxjar.com/) so the automatic rates are supplied by them.
If you want to customize tax rates, I recommend deactivating automated tax rates and set tax according to your liking. Here is a guide on how to do it:
