You may want to have a look at our Quote Request for WooCommerce extension. With it, you wouldn’t have to provide a new product every time, but you could offer a single product that customers can request a quote on.

I’d do a full conflict test if I were you. This kind of problem is usually caused by either a conflict with your theme or with another plugin.
The best way to determine this is to:- Temporarily switch your theme to Storefront
- Disable all plugins except for WooCommerce (even the ones you think might not be of influence!)
- Repeat the action that is causing the problem
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each, until you find the one causing conflict. Can you have a look under WooCommerce → Settings → Advanced → Page setup and see if the endpoint for Addresses has been set?

The more votes the idea gets, the better the chance is that it will be included in a future release of the plugin.

It might be that there are products in customers’ carts, and you’re seeing an out of stock notice due to the ‘Hold stock’ setting under WooCommerce → Settings → Products → Inventory. Can you share a screenshot of what that page looks like? You can use http://www.snipboard.io to upload the image, then copy the link and paste it here.

What you’re describing is not a default publish status for WooCommerce products. Are you using a plugin to add the ‘pending review’ status?

If I understand you correctly, you’d like to offer your customers the choice between buying a hard copy or a digital copy. This can be done by making the products variable: https://docs.woocommerce.com/document/variable-product
That way, you can make one variation virtual and downloadable, and the other a physical product. For the customer, it’ll look like the same product where they just need to select which version they want.

Also, what payment gateway was used? We might be able to track where the orders are originating from through there. I suspect there might be a second/staging site in play.
