This isn’t something you could change from your site’s side of things. Most SMTP servers, including the SMTP connection to Outlook, will only accept and send email from the address you’re connected to. So for instance, if your address is me@example.com, you wouldn’t be able to send From bob@example.com. The server would reject it if it doesn’t forcibly rewrite back to me@example.com.
You could try using a different mailer that has fewer restrictions. Check out this guide in our documentation. It walks through each mailer we support and includes the benefits of each:

For contact form spam, you’ll want to stop it at the source. Some contact forms, such as WPForms, have built-in spam mitigation features, such as reCaptcha, hCaptcha, and other similar services. If you’re using WPForms, you can check out this page to learn how to stop spam bots from hammering your forms:

If you’re using a different form plugin, you’ll need to consult with the form developer to find out what their recommended method of stopping spam is.

You may need to use an App Password. A lot of services use those now in place of the login password Check out this page on the iCloud website. It discusses creating an App Password:

Hi @chawake,
Our plugin can receive email status updates from some mailer services, including Mailgun. Those status updates come from the REST API webhook like you’re seeing.
This may be one of those responses, but our development team is double-checking to be sure. I’ll get back to you with what we find.Additionally, you can also reach out to Mailgun to ask them why they keep sending webhook requests back to the site.

WP Mail SMTP 3.8.2 is compatible with WordPress 6.3. We haven’t seen any compatibility issues, and I use it myself on several sites running 6.3 without any problems.

That could be what happened. If bots were attacking your form, it could stop you from being able to send email. In this case, it looks like your SMTP host has a limit of 200 emails per hour, so you would need to wait until the hour is up for the limit to reset. I suggest reaching out to your SMTP host to see if they can look into the emails that were sent. That should give you a better idea of what happened to cause you to reach the limit so fast.
