Do you have any payment gateways checked or any payment values in your form? If you don’t check any payment gateways OR setup any form processing codes, it shouldn’t redirect.

In reply to: [Contact Form 7 - PayPal & Stripe Add-on] Redirect to PayPalIs there a reason why you would want the user to be taken to PayPal for $0.00? PayPal cannot process a payment for zero, so I’m not sure why you would want them to be taken to a payment page if they have selected no payment.
Do you have any cache or CDN plugins? Please try disabling them and submitting checkout again.
Please make sure that you’ve entered your PayPal information correctly into the plugin.
