I appreciate this may not be obvious as you can use this Toolbar item as a custom menu location. Or maybe you’re facing a clash with another plugin ? Just let me know if it doesn’t work for you.

In reply to: [Plugin Name: WP Symposium Blog Post] security issue on site with SSLI did update the development version here several days ago, unfortunately I cannot test it successfully because of the many occurrences of WP_PLUGIN_URL that are in WP Symposium itself. I have forwarded the request to Simon, author of that plugin, but haven’t seen any update so far.

In WP Symposium, you should have a look at the so-called forum categories, to display them depending on membership. As far the widgets I’m not sure but I think they respect these settings.
If you intend to consider the forum as a whole, you could play with a role management plugin to display the page itself, and plugins like Dynamic Widgets to display widgets, depending on user role. Similarly with WPS Toolbar, you may display a custom menu in the Toolbar, to show a link to the forum or not.
I know you closed the topic, but I thought this could bring some light.

Check that the WPS Profile page is correctly configured at the WPS Install page, then go to the WP NavMenus, delete the WPS Profile menu, then go to WPS Toolbar options page, WP Symposium tab, check “NavMenus” and save…?
As of WP 3.9, rel=”nofollow” attribute can be added to links on the Toolbar. The plugin will take advantage of this, I’ve just tested the latest version v0.28.0 with one of the recent betas of WordPress 3.9 and it works. If you could confirm ?

In reply to: [Plugin Name: WP Symposium Toolbar] toolbar mobile?That last issue was solved privately – it appeared the plugin CSS file was minified in a previous version by Cloudflare.
I would tend to consider that the issue raised by the OP is solved too: Custom Menus can now be forcibly displayed in responsive mode, and custom icons can be chosen for each of the Custom Menus amongst WP dashicons.

Or is it a custom menu of your own, what did you put in it ? Are you using Multisite and did you make it a Network Menu ? Can you see the URLs in your browser while hovering on these menu items and do they seem Ok ?
FWIW another user reported a conflict with another plugin:

More generally I would recommend to switch to a default theme and deactivate all plugins to see if it works better, then go through each of them one by one until it stops working…Let me know…
Thanks for the suggestion. Unfortunately there are limits to what can be done with the Toolbar, at least there are limits to what I can do with the Toolbar, and adding a form to a dropdown menu in an elegant way doesn’t seem that easy.
Meanwhile I would recommend Admin Bar Login, that adds a login form to the Toolbar itself. The only limit I see is the hover affects all fields of the form at the same time, so depending on your CSS settings (from WPS Toolbar ‘Styles’ tab) the result may or may not be nice.

In reply to: [Plugin Name: WP Symposium Toolbar] toolbar mobile?In v0.27 of the plugin I’ve added the option to forcibly show a custom menu with a caret-down (arrow). For next release I am pulling my hair on the best way to add icons to toplevel items, both in responsive mode (mobiles) and normal screens… Until then and if you’re happy with this fix, can we mark this topic as resolved ?
This feature now part of the official release as of v0.27.0 of the plugin, with my renewed thanks to @automatedkid for this suggestion.
A last minute addition is the option to share ‘the current page if it shows a single post, the homepage otherwise’. Maybe a hook is needed here for any additional condition ?
