You can create a ticket on behalf of the user as an agent by going to tickets – add new. There you can choose the user assigned to that ticket.

It looks like you have a conflict with another theme/plugin. Please switch to a default WP theme temporarily and deactivate your other plugins one by one until the issue disappears. Also, you can check at the documentation below about templating:

Please try yo use the User Role Editor Plugin to add the capabilities to your roles from their interface and let us know if this works.

Do you have installed the Awesome Support plugin? If so, you can try deactivating your plugins and check if the issue continues. If it’s not related with our plugin, you might need to find a forum regarding issues with your media in your site.
