Thank you for getting in touch. The Premium version of the plugin does allow you to embed a PDF that has fillable fields for the user to download. The fields will still be intact for the user to fill offline but no version of the plugin allows forms to be edited online (filled and saved as a unique entry).
If you want to permit the users to be able to upload the completed PDF back to your site, you would need to use another plugin such as Contact Form 7 with file upload enabled. If you wish to have your users fill out a form to be submitted through your site, you would need a form builder plugin such as Formidable or Gravity Forms.

The plugin does work on multisite. The plugin, by default, uses the absolute URL for a document when the shortcode is rendered; however, if you edit the URL to a relative link you can successfully embed a PDF across the sub-domains of your multisite.
For example, by changing the shortcode used from:
[pdf-embedder url=”https://domain.com/wp-content/uploads/2018/03/filename.pdf”]
to
[pdf-embedder url=”/wp-content/uploads/2018/03/filename.pdf”]
Aka: strip out the leading “https://domain.com”.. it no longer matters what the site is known by. The file loads and is displayed. This method will work in the free and Premium versions of the plugin but it will not work in the Secure version of the plugin due to the security permissions there.

The PDF Embedder block should be listed in the Common Blocks menu; however, it sounds for whatever reason the block isn’t registering with the editor. I would suggest deactivating the PDF Embedder plugin, then reactivating it. If that fails, you could also safely delete and reinstall.
If you have any caches on your site, be sure to flush these after doing the reactivation / installation process to ensure that the new code is being passed.

It looks like the Twenty Nineteen theme is making a calculation on the content area that is causing the appearance of the embedded PDF to render incorrectly. You can add the following CSS to fix this:

Thank you for bringing this to our attention. The pdfemb-blocks.css stylesheet is blank as we didn’t end up needing to add our own styles for the Gutenberg compatibility fix. This didn’t get removed when we released the update and as a result appears in the Query Monitor. We will be removing this redundancy in our next update but in the meantime, the plugin is stable and works correctly so it is safe to ignore this report.
