Hi,
If you are unable to sign-in, then you will need FTP access in order to deactivate the plugin. You should contact your hosting provider for instructions on accessing your site with FTP.
If you have access to your WordPress database, you can use phpMyAdmin to disable plugins too.

Wordfence should work just fine with WP Rocket as long as you do not enable cacheing on Wordfence. We recommend only using one caching plugin at a time. You’d still be able to use all of the security features in Wordfence but caching if you used WP Rocket as your primary cache.

Here are a couple of things to try. Make sure that your site isn’t blocking access to /wp-admin/ using the .htaccess file. If you have any other security plugins, try disabling those.
On the Wordfence Options page, try turning on “Disable config caching”, save the settings and try a new scan.

Are all of your themes and plug-ins up-to-date? That’s the most common entrance into a site. You’ll start seeing new database entries. Are your servers shared or dedicated?
I’d recommend updating all themes and plug-ins and disable anything you are not using.

The pages are regular http and not https? Looks like it should be working. As an experiment, try configuring the rules in the nginx.conf file using this post:
http://www.vps2.me/2014/10/nginxconf-rules-for-wordfence-falcon.html
It may yield the same results but it is a different approach to implementing.

Are you logged into you WordPress admin console when you are browsing your site and looking for cached pages? If so, try on another system not logged in as an admin. Also, try enabling the hidden debugging data to the HTML to see if the pages are actually being cached.
