@tessvstaten, yes if the product will be in stock, then the subscribers will get the email. What you can do is edit the email template and mention the current stock amount.

Kindly check if you have enabled your own button style option as you can see here (https://prnt.sc/z2t60a), then only the change in the text of enquiry button will be visible on the product page.Regrading the other part, the enquiry form is working fine at our end as you can see here (https://www.loom.com/share/724834ff3f9a41b994407ddad0bd9d23).
Now, as you are facing this issue, it might be related to some plugin /theme conflict. Just to be sure, please disable all the plugins except WooCommerce and WC Catalog Enquiry and check again. If the issue still exists, please switch to some default theme like Twenty Sixteen and check again.
