Problem solved – i added this to the wp-config file
@define(‘ADMIN_COOKIE_PATH’, ‘/’);

i’ve gone through nearly every point there & still no luck.
I followed the link from Frances Colanza on resetting the username & password in php admin, cleared the cache, deleted & reuploaded wp login file etc.
Not sure what to try next. any thoughts?

tfindlay – did you resolve your problem? I have exactly the same issue since upgrading to 2.9.1, the help is not working, I cannot amend widgets etc. Want to get feedback before i start deactivating widgets & everything goes wrong
