Also – worth noting. Typically – deactivating caching plugins doesn’t actually deactivate caching. It’s a bit finicky in how that works, but once you’ve got caching set-up on your site – it usually requires a few more steps to actually get stop the caching.
Regarding re-building cache – I wouldn’t worry too much about it. It’s normal for sites to have every first request go uncached, and every request after that is going to be served cached.
With that said, I completely understand the desire to hold off for a little bit until we resolve all of the connection issues first.

Your site is actually a good example of a site we want to help fix. Boost isn’t perfect – but discovering issues like this one is going to help us eventually get there :).
In your situation – hosting and themes certainly play their part. But I’ve found that the biggest part of performance usually is determined by the content and plugins.
For example, in your situation – I’d look at the image sizes, youtube embeds, and the amount of scripts (tracking, ads, etc.)
With all that said – you should be seeing quite a bit of improvement. Looking at your page – I see that Boost is installed, but I don’t see the optimizations that it performs. It looks like your cache (either Cloudflare or Plugin) is still serving the “old unoptimized” version. Try purging/clearing the cache – that should help you get the new score to show up.

A couple hours ago we released version 1.0.3 – can you check if the issue is still present in that version?
