I got the impression that you were attempting a local installation because you mentioned that you had downloaded the Chinese version of WordPress and it didn’t appear that you were uploading the files to a web server.
This link recommends a few quality hosts: WordPress Web Hosting, but you can certainly purchase your host elsewhere. Where are you located? I do not want to assume that you are in China, but the domain registrar above reflects that your domain is registered there. A webhost allows you to build and run a website remotely (meaning not on your PC). Some hosts have very simple tools that allow you to quickly install WordPress even though you have limited technical knowledge.
Do you remember who you bought the Sparklinggift.com domain from? I see that the domain is registered through Shanghai Meicheng Technology Information Development Co. Perhaps the company that you bought the domain from also offers hosting accounts.

Are you seeing: Network Admin? If that doesn’t make sense, it appears that your WordPress install was configured for multisite use which allows you to run multiple blogs using one WordPress installation.
