I just attempted an order on your site and it works just fine for me as shown in this screenshot where I’m about to make payment on PayPal’s site – https://cld.wthms.co/peccmF
I’m guessing you’re currently logged into PayPal. You can’t pay using the same PayPal account that is receiving the funds.
That’s like trying to transfer money to yourself within the same account.

You can’t view emails unless you have a mail server on your local development environment.
You can look into these options:
You can also check out the WP Mail Logging plugin as it logs the emails generated by your site.
You may be able to use that as some sort of preview.
