You can use the WooCommerce Memberships extension to provide a 100% disocunt on all products for any customer that has signed up for a membership.
Non-members will have to pay the retail prices for all products.

A coupon provides either a fixed amount discount or a fixed percentage discount.
You cannot have a coupon that applies varying discount amounts.
You will need to set up 2 coupons, one for each scenario you envisage and have your customers use the coupon that is appropriate for their scenario.

The WooCommerce Bookings extension is a premium product, so it isn’t free. You can find it here – WooCommerce Bookings.
You’d be hard-pressed to find a plugin that allows you to handle bookings via WooCommerce and is also free.

If you are no longer selling these products, you should set the stock status for them to “Out of Stock” and then make sure that you’ve enabled the Hide out of stock items from the catalog checkbox over at WooCommerce →
Settings → Products → Inventory as shown in the screenshot below.

You might be having an issue with the quotation marks you’re using. Smart quotes will mess up what you’re trying to do.
If you compare the quotation marks below to the one in your post, you’ll see what I’m talking about:
