It is related to Google Analytics bypass feature. If you disable that, then your issue is solved. Why it initially return a 301 status is hard to say. It might due to a plugin conflict.
Merge can break certain things because the mechanism doesn’t always load them in the exact perfect order. You would have this problem with other merge plugins as well.
It is probably an inline Script which is causing your issue. You need to find that and exclude it in Exclude Inline Scripts.
Fastest solution is to exclude the contact page from cache or keep Merge Scripts disabled. If your website support HTTP/2 there is most likely no negative impact on pageload or just
(Advanced) configuration is not included in our support for Lite users.

My guess is that your issue is related to Ithemes. This guide may useful.
Swift automatically excludes the “Cart”, “Checkout”, and “My Account” pages from the cache. Next time when it occurs, please copy the full source of the page and send it to us to confirm that it isn`t cached.

For Styles and Scripts you need to enable Merge Assets for Logged in Users, but it is recommended to enable this option only if the site is using action based cache or the cache is cleared very rarely. Otherwise it will optimize for logged in users in real time, which can damage the user experience.Forum: Plugins

You may also choose to cache pages on first visit, so second visitor get served cached pages. This is how most cache plugins work. To achieve this, enable Optimize in background. Also, make sure you disable Optimize Prebuild Only and Prebuild Cache Automatically.
How many pages does your site have and how many URLs are in warmup table?

Aother option is to cleanup your warmup table.
Pro version has a build-in feature called Prebuild Booster which will reduce CPU usage and speed up prebuild process.
