This type of bundle discount pricing is part of the PRO version.
If you are using the free version, you may want to consider upgrading to the pro version.

You can add all ranges in a single rule itself. No need to create separate rules.
In a single rule, you can have multiple ranges:3 for 4
6 for 8
9 for 12
12 for 16
And so on

Also, can you please try the following troubleshooting steps:
1. Go to your WordPress Dashboard -> WooCommerce -> Coupons
2. Create a coupon with the coupon type as: Fixed cart amount (it can be a 50 EUR coupon) https://www.evernote.com/l/Ajwr2I6q7zhMCY3qUxx93RvTKA8RKRd95Cw
3. Save
4. Add a product to cart and then apply the coupon created.Do you see the same issue ?
