I’ve been testing this on my end but have been unable to reproduce the issue you described. The expected behavior is that, if a variation becomes unavailable, it will not even show the option for users to select it.
You might want to do a conflict test. Here’s what I’d suggest:
1. Switch the theme of your website to the free Storefront theme.
2. Deactivate all the plugins except for WooCommerce and check if the issue persists. If the problem is resolved then please move on to the next step.
3. Activate features one by one while testing for the issue, until you find the one that is causing this behavior.
I’d recommend taking these steps on a staging site, which is a clone of your live site that you can modify without risking making any permanent damage to your live site. You can create it using a plugin like WP-Staging. This plugin lets you copy and redeploy a WordPress site with minimal work.

That makes sense, yes. Thank you for sharing those screenshots!
Storefront does not incorporate the image title to be displayed upon hovering. Something like that would have to be added through custom.
I don’t have any suggestions about the particular snippet of code you could use for that, but I’ll leave this thread open for now, in case anyone else can chime in with additional suggestions.

No, I’m afraid there isn’t a way to import just categories. The CSV importer will create new categories that you add to a product import, but you can’t upload a CSV file with just categories and the information you listed.
I’m not aware of any plugins that work like that, but I’ll leave this thread open for now to see if others might have suggestions.
They will be retired at some point. No firm timeline on when will that happen. But for now, both options are still active.
If you don’t want to use those Smart buttons at any point, you might look into using a different PayPal extension that doesn’t include those type of buttons. I’d recommend looking into PayPal Powered by Braintree.

I don’t have much advice when it comes with the actual code of making the change. I’ll leave this thread open for now, and see if you get any other suggestions from the community.
Note that it might be helpful if you are able to elaborate on what the use case for this, or why is the change needed. That might inform other people while reading this and help them come up with a potential solution.
