Using RSS could work if you used a plugin like https://www.wprssaggregator.com to merge the campaigns all together.

It’s fine to use a separate site per project, but a generic homepage that pulls together all active campaigns from all sub-sites isn’t really doable out of the box.

It looks like you have been able to add paragraphs, but just for reference here, the Short Description shown at the top of campaigns has formatting disabled by default. However, this can be overridden with a little bit of code:
Also note that you can use the Extended Description field to write more content, and this includes the classic WordPress editor so you can easily add paragraphs, bold/italic, etc.

Hmm, that’s odd, particularly if other emails are going out as expected.
To troubleshoot this, I would suggest setting up a transactional email service like Mailgun to see what is happening to these emails. I suggest Mailgun since it’s free in most cases, but there are other options as well.
What this will give you is a more detailed view into what emails are getting sent and which are getting delivered/opened.
