In case any other users may be following this thread, I heard from JetPack support. They informed me that using the JetPack CDN for all the images is now a requirement in the block editor. My response is below:
That is unfortunate that the WordPress team chose to force the CDN on the users in order to insert tiled galleries in the block editor! I knew the CDN was used by tiled galleries but forcing it on the users for every image just to use tiled galleries is unfortunate. I will search for alternatives if I have to use the block editor. For the time being, I am fine with the classic editor which also allows me to use tiled galleries.

I am back to square one! The reply I got from JP support repeats the first reply I got here, that tiled galleries requires JP CDN be activated. This is simply not true as I have been using them without activating the CDN as tiled galleries use the Photon accelerator even when it is not activated. I have many posts with tiled galleries and I do not have the JetPack CFN active. It is possible that the WP team decided to make this mandatory in the block editor. If this is indeed the case, it will be a good idea to declare it so we don’t chase solutions, report bugs, and take your time.

OK. On a staging site, I have there is a replica of my site. There, I disabled all the plugins, including the Classic Editor and Gutenberg. The same problem, the tiled galleries simply reverted to regular galleries. Then, I installed the Health Check plugin and left only JetPack active, changed the theme to TwentyNineteen. The tiled galleries are gone still. I’ll be glad to give you access to that site if you want to see it yourself. Send me a private e-mail or provide a method by which I can give you admin credentials if you want to try it.

James, that is far too much work to switch the theme and put everything back again. I have to record the widgets at every location and then put them back after I return to my theme. Sorry, I cannot do that.

Yes, James, that’s what I am saying. I can send you screen captures if you like. In fact, if I try to edit a post that has a tiled gallery in it, that gallery converts to a regular gallery. If I attempt to insert a new block, there is no option for a tiled gallery anywhere, including the JetPack accordion. Would you like me to get you screen captures?

I have been using Tiled galleries on my site for quite a while. In fact, my latest post uses that exclusively:

So, I have no problem inserting tiled galleries, seeing its options so long as I am using the classic editor. But in the block editor, they all disappear. So, I must conclude that the tiled galleries option is indeed active on my site. I had some message exchanges 6-7 years ago about tiled galleries using the image accelerator whether it was active or not. My understanding from that conversation was the overall image accelerator may be deactivated and tile galleries will go under the radar and use Ion anyway and judging by the active tiled galleries on my site, this behavior is as described and expected.
I do not want to activate the Ion feature because it makes replacing images harder and I already use a CDN.

In reply to: Is there no spell check in WordPress 5@otto42, I do remember spell checking in WordPress editor. If I’m not mistaken, there was even an option to spell check before publishing. Maybe it was a part of a plugin such as JetPack or its earlier incarnations. One could even add words to the spell checker which would appear in the personal profile. It is possible that I may be imagining all these too!
That said, Grammarly does a very good job; not only in WordPress but when writing comments on other sites on the Web too.

Update with resolution. My hosting company stepped up to the plate and debugged the connection and indeed traced it to both sites being installed in a subfolder which WordPress does not object at all. The two sequential connection requests triggered by JetPack showed that the first one was accessing the subfolder where WordPress was installed and the second one was accessing the site root. One of these was producing the 404 error.
Since then, with their advice and 99.9% handling, both sites had their WordPress installation moved to the domain root. And, the “Not connected” error message disappeared. As I mentioned before “there has to be a more fail-safe approach to offering JetPack.”
The matter is resolved but by my hosting company debugging from my JetPack dashboard.
