This is due to badly formatted csv not because of plugin. Ensure that your csv is well formatted and saved as UTF–8. This can solve your issue.

Yes with this plugin it does exactly what i want on one site, i.e creates mass pages with description.
But could it or do you know of a plugin to use on another site where i want to mass create categories and give descriptions, same as this but with categories not pages
Yes, you should go for the pro version. You can create bulk nested categories, Taxonomy, tags and users.
