The latest POT file is located in the plugin’s /languages directory. It may be missing a few phrases until the next update in October.
Hopefully by the end of this year, translation files will no longer be included in the plugin. Instead, they will be available as language packs through wordpress.org. When the plugin reaches 95% translated in any given language, that language will be automatically downloaded into your site. Below 95% it will have to be downloaded manually.
This new approach ensures that translation files are only sent where needed and they are always up to date.

It’s a good news. I have already partially translated into my language your plugin on wordpress.org. This is a very cool tool.
How does the translation check process? Who does this? How fast? If today I completely fill the translation into my language, when will the translation be available for download?

Yes, the online translation is definitely better for everybody.
You can always download a partial translation manually. For example, find the “Export” link at the bottom of this page:

В принципе я сейчас посмотрела перевод и качество неплохое, также вы сами исправляете то, что перевели неудачно, если хотите – можете стать PTE для плагина и дальше уже работать над переводом самостоятельно, не привлекая никого для одобрения строк. Хотите?

Второе, обращайте внимание на предупреждения GlotPress, теги и строки форматирования пропускать не нужно, они должны присутствовать и в переведенной строке.
Ну и наконец специальные строки, мы не переводим название плагина, чтобы не создавать путаницы в каталоге, также обычно мы не переводим имя автора на кириллицу. Есть также специальные строки типа вот этой

говорит о том что это часть URL, кириллица в URL нежелательна, поэтому имеет смысл оставить там или оригинал или что-то на латинице, лучше оригинал.
Ну и если захотите стать PTE, то в вашей ответственности будет посмотреть как ведет себя плагин вживую с переводом и исправить что-то если надо )
