For translations that are handled via translate.wordpress.org anyone, who is logged in at wordpress.org can suggest translated strings, which then need to be approved by a translation editor.
There are two levels of translation editors: PTE (Project translation editor) who can approve, reject or directly edit translations for his/her locale (a locale is a language+region) within one or several specifically assigned projects (certain plugins or themes, for example).
A GTE (General translation editor) can approve/reject/edit translations for all projects within his/her locale. In addition, a GTE can assign editor rights to other contributors.
All this work is done by volunteers, therefore there are no guaranteed time limits.
If someone is contributing good quality translations, then a GTE will try to make this person a PTE, in order to offload work on more hands and streamline the process.
Once a plugin translation reaches 95% approved strings (the readme is handled separately, string by string, and is not included in this calculation) the translation should go live within one hour.
