The Import Podcast menu in PowerPress is NOT a workflow. It is meant to move a show from another platform to WordPress and PowerPress.
IMHO, you should publish to Soundcloud and then get the link to the mp3 and publish a post at your website using that mp3 link in the Media URL box of PowerPress.
To directly answer your question, there isn’t a way that I know of that you can automate the import.

Can’t you guys develop some sort of way to automate the import from Soundcloud?
A simple addition to the plugin which I can add to my website’s chron list maybe.
OR… Instead, an option to put the Soundcloud RSS permanently and have it check the feed for updates on page loads in intervals of given minutes or hours and generate posts accordingly.

The import tool, like the WordPress built-in blog feed import tool, is meant for one time migration. It reports the importing process of errors, duplicates, conflicts, etc… it requires user input before continuing an import. Error reporting upon an import helps users who are migrating know what may have been missed. It is very complicated and requires user interaction. If you have not yet performed an import with PowerPress, please do an import to see the options available to get an idea of the complexity involved with importing feeds. Keep in mind that we have to maintain this import tool to work for many services each with their own caveats. We have considered the wp-cli but it would be very complicated due to all of the options.

There are some plugins that can automate the importing of feeds, or a better term for it, keeping your version in sync with the source feed. As long as the plugin imports your enclosure tag in each item in the feed you will have the essential podcast data imported. My quick search found 3 plugins you may want to look at:
