Yes it should work. As far as our plugin imports all post just as created manually in wordpress admin, either short codes or html should work. Ensure the format of the csv is in utf-8.
Do you know if it works for enclosing shortcodes like this:

I tried and didn’t work. I am going to do some more trials.
Is this shortcodes belong to any installed plugin or custom theme? Is that working before installing the ultimate csv importer? Ensure that these short code works without ultimate csv importer.
