We have identified an issue with our plugin. In some cases, it failed to create the database table that are necessary to run the plugin.

Try to use some CSS optimization plugin. All of the Cache Plugins have this functionality. Enable CSS optimixation or CSS merge option.
If you want you can also try Autoptimize plugin. This will merge all your CSS files on the page and load it in header. This will also improve your page load time.

It look like a cache issue. It is loading some old cached CSS.
Most cache plugin have option to disable cache for logged in users. That’s why it is loading properly when you are logged in.
