You can check by hitting F+12 (open develop console and see error message). This could probably happen because of browser cache (JS file from previous version). Please try clearing browser cache and check. (Pressing Ctrl+F5 often enough)

Sorry to hear that, But it is not a regression. It is a fix.
“Excluded users” means excluding them with plugin settings. Excluded users (admin) can still update site in a normal, default way (manually). That is indented feature and those users don’t have to have access to plugin settings, it will only confuse them.To fix your issue, you should try creating another admin account which will have access to plugin settings page by default where you can reverse the changes.
