If I delete all data from db and reinstall plugin it will help?

Also I can’t Enable local brute force protection
When I enabled it, after some time it disable (with notification appearing)

I have multisite.

So, I know that superadmin can deactivate site.

If users creats active sites, I think it is possible to creat inactive sites. Can you help me to find this place (creating new site) in code? Or I have to make cron job for db?

And how much sites can creat 1 user?
