    Users? No. Superadmins and scripting, probably, but you’d really be making an active site and auto-deactivating it.

    So, I know that superadmin can deactivate site.

    If users creats active sites, I think it is possible to creat inactive sites. Can you help me to find this place (creating new site) in code? Or I have to make cron job for db?

    And how much sites can creat 1 user?

    Sure. But you have to write the code for it yourself.

    And how much sites can creat 1 user?

    I don’t know what that means.

    I use my own plugin to “moderate” new blogs. Every new blog created is
    an inactive blog.

    The plugin adds an action to the create blog hook to set the blog status to inactive/deleted.

    SuperAdmins then have to go the Network Admin->Sites to un-deactivate sites before than be accessed live by a blog admin.

    (There is no limit to the number of sites a user can create.)

    There is this (still working, although NOT updated for more than 2 years) plugin.
    Limit Blogs per User. It may be just what you are looking for.
