Make sure that your plugins are in the correct directory. Some need to be in wp-content/plugins/pluginname/ and some just need to be in the plugins directory. Most are the first.
.htaccess will work or just place an index.html/index.php in the directories with whatever message you want. The first method is best but the second is easiest.
