Correct; the Jetpack Subscription emails are not sent from your WordPress install or server. The emails are sent from our servers at WordPress.com.
You’ll need to talk to your host. 500 internal server errors should be reported in the error_log; if they are not, it is difficult to figure out what is going on.
At a guess, you may need to increase your PHP memory limit:

Jetpack Comments does allow you to post comments using your local install user account(s).
If your are already logged in or your users log in via the /wp-login.php link, they can comment using that account.
There are currently some technical hurdles around having a link for this directly in the form since we host the form on our servers and display it via an iFrame. It is under development.

No, this can’t be done with Jetpack. The Contact Form is just a simple feedback form at this point in time.

Your templatemonster theme doesn’t use the comment_form() function; it must have a custom comment form template. You won’t be able to use Jetpack Comments if this is the case.
Have the admin you want linked deactivate Jetpack, reactivate, and connect to WordPress.com. That should take care of it.
