Yes, disabling the Subscriptions module will stop Jetpack from sending further emails. No further action is needed.
We are striving to get everything to work in the language you select, though we are not 100% there. If your language is set in wp-config.php, then your emails should be sent in the language of your choice, if translations are available.
We rely on community supplied translations, so not all of our content is entirely translated. You can always help us with that by contributing at http://translate.wordpress.com/projects
Subscription emails will not be sent for pages, by design. The code you are looking at is for the sync operation that takes place between our servers and your WordPress install.
Do you have the old WordPress.com Stats plugin installed?
If so, get rid of it.
If not, or after you get rid of it, deactivate and delete Jetpack, then reinstall it from the Dashboard. Then try to reconnect.
Our widgets are designed this way; you can use the
widget_titleto modify the title and add this, but you can not add code directly in the title option itself.Could you be more specific about the issue, please?

Jetpack is also not designed to run on localhosts, so this may be the issue. What happens when you try it on an active, public server?
At this time, we don’t recommend using Jetpack with W3 Total Cache’s minify setting turned on. There are a number of issues being caused by the minify setting.

There should be an error log provided by your web host. Most of the time, though, I’ve found that people need to increase the PHP memory limit when they get this error:
