Deactivating the modules of Jetpack you aren’t using will help to a degree. I run Jetpack on several sites and regularly monitor CPU usage; my usage is not very high. Without some data from Blue Host as to what is “too high,” I’m at a loss as to what the issue could be.
The only fix is to change the Internet Options as Arnoud mentions above. If IE is hanging, that means it is not accepting the cookies that are needed to use the comment form.

We provide our own email subscription options. Feedburner options are unlikely to be built-in to Jetpack.

That site isn’t using Jetpack. Do you have another example of the issue?

If these are all your web sites, you only need one WordPress.com account. I’d recommend settling on one account name and signing up for it at:
https://signup.wordpress.com/signup/?user=1
Then use that username/password to connect Jetpack and signup for Akismet.
You can view your Country stats by logging into WordPress.com with the same username/password you used to connect Jetpack and going to http://wordpress.com/my-stats/. See: http://en.blog.wordpress.com/2012/03/09/where-in-the-world/
It looks like the Google +1 button is showing now. Is this still an issue for you?
a1exus: you use a plugin called Bad Behaviour; there is an option you need to check to allow offsite form submissions. That should clear up this issue.
To the OP: you are missing or blocking access to the /wp-comments-post.php file.
Can you try steps 1 and 2 at http://jetpack.me/troubleshooting/troubleshooting-tips/ ? There may be a plugin or theme conflict.
Do you have any special .htaccess redirects set up?
