My workaround for now: Disable Gutenberg blocks in settings. The old editor works as expected.
This is just the very same issue I reported recently: https://wordpress.org/support/topic/timezone-defaults-to-utc-instead-of-site-wide-europe-berlin-and-seem-unsorted/.
My workaround is to disable Gutenberg blocks. The old editor has no problems with the correct time-zone.
