I just found the problem on my system was that php-xml was not installed.
I started with a clean CentOS 7 Minimal install. Everything worked fine until the need to import.
I only found it because I tried another XML importer program and it clearly noted after install that XMLReader was missing.
yum -y install php-xml
systemctl reload httpd
and all was working.
Found the problem. PHP-XML was missing.
Still super sad that no one tries to help here.
Not a new problem with 4.0. Here is a thread with the same problem in 3.9.2. No support or replies.

Same problem. Really f’n annoying.
Looking at the source for the page results in this:

The page just ends after displaying the header
